Thanks for flagging Chris, this looks like a bug will be included in next fix.

More accurately stated: Budget notes is available in "Budget Topsheet" But we need it available to turn on in "Budget Accounts" much like it was in Legacy under "Account Columns" 
We use Line item notes a lot and until this one feature is fixed we can't use the new PDF builder. 
Really excited about the new PDF builder - thanks for the hard work guys.
