Create Dedicated Project Fund Buckets to Separate Balances and Prevent Cross-Project Spending

Current Behavior
All project funds are held in a single workspace-level balance. Project allocations act only as spending limits; they do not reserve or separate funds. Team members may see the broader available balance, and one project can spend funds intended for another project if it remains within its allocation.
Expected Behavior
Each project should have a dedicated fund bucket or child bank account. Project members should see and spend only the funds assigned to their project. Funds allocated to one project should be unavailable to other projects, while workspace administrators retain a consolidated view and can transfer funds between project buckets.
