Phase-Specific Globals and Fringes

If a locked phase with specific fringes is duplicated, want the duplicated, unlocked phase to be able to change fringes without having to create an entirely new formula or global.

Allow for new globals and fringes specific to the new phase, enabling comparison with the original budget
