When a user saves a Project that includes any PDF Reports set up as a template to reuse, allow for the PDF Reports set up (with hidden phases, fields, layout, blocks, etc.) on that Project to be saved/carried over within the saved Project template.

When a user saves a Project that includes any PDF Reports set up as a template to reuse, allow for the PDF Reports set up (with hidden phases, fields, layout, blocks, etc.) on that Project to be saved/carried over within the saved Project template.
Since the Project is a template, the Report should be able to be carried over because it knows that the Project structure is (not a report to save to the workspace)
